New York

Connecticut
Connecticut does not have a statewide rent cap. However, local Fair Rent Commissions can strike down increases that are deemed 'harsh and unconscionable'.
Massachusetts
Rent control is currently banned statewide in Massachusetts. Landlords can increase rent to market rates with proper notice.
New Jersey
There is no statewide cap, but over 100 municipalities in New Jersey have strict local rent control ordinances. State law also prohibits 'unconscionable' rent increases.
Maryland
There is no statewide limit, but specific counties (like Montgomery and Prince George's) have enacted strict local rent caps.
Ohio
Rent control is expressly prohibited statewide by Ohio law (ORC 5321.19). There is no legal cap on rent increases.
Pennsylvania
Pennsylvania does not have statewide rent control, and local municipalities are generally preempted from enacting it.
